you should save the Chosen One / Immortal options for other really good leaders. If you are doing "Under One Rule" there should be an eventual quest to make the main leader immortal. Situation with egalitarian resistance appears. As hinted, used council Crackdown agenda to solve it. Things start to go weird. Negotiations event starts, but situation does not go away. 3 options at negotiations. Concessions, revolution ... change your rulers face/hair, open a new game, use activate_all_traditions (or just finish the psionic path) see what happens. Also i am using the human appearance.
